Description:

The Senior Planning and Community Development Specialist is a trusted advisor and assists local communities with developing and implementing programs that address the needs of the community. This position plays a key role in community planning efforts, economic development strategies, and infrastructure funding. The ideal candidate will have a strong understanding of Tax Increment Financing (TIF), Tax Increment Districts (TIDs), and public funding mechanisms, including grant writing and administration.

Key Responsibilities:

  • Build and maintain relationships with key partners and stakeholders, including government agencies and other local businesses; cultivate relationships with existing businesses to promote growth and retention of those businesses in the communities.
  • Prepare and manage TIF/TID plans and amendments.
  • Identify and pursue funding opportunities, including federal, state, and local grants; research, compile, and draft information for grant proposals and provide necessary reporting and tracking for various grant awarding agencies.
  • Assist in comprehensive planning, zoning updates, and redevelopment projects.
  • Support public engagement efforts and present findings to boards, councils, and commissions.
  • Oversee the implementation of development plans and funding strategies.
  • Collaborate with internal engineers, planners, and project managers on how to integrate the planning and community development team into projects to assist with various funding programs; work with engineering staff to prepare information required for funding applications and implementation of the funding throughout the design and construction of the project.
  • Develop sources and uses of funding to apply to the various project components.
  • Assist communities with the appropriate expenditure of funds received through grants by providing administration of such grants.
  • Develop and Present public funding related strategies and updates at community government meetings.
  • Perform project management activities for Planning & Community Development Projects.
  • Promote a positive image of the company by representing the company at professional meetings, workshops, seminars, and conferences; establish and maintain credible relations with community development, emergency services and management, and other governmental entities and professional organizations.
  • Mentor junior members of Planning & Community Development Team.
  • Other duties as assigned.
Requirements:

Knowledge, Skills and Abilities:

  • Advanced knowledge of local economic development and community development planning concepts
  • Advanced knowledge of governmental agencies and processes related to community development, land-use, long-rang planning, rural development, urban design and building construction
  • Understanding of redevelopment, downtown development, and infill development
  • Experience with governmental agencies and processes related to municipal government and community development activities.
  • Strong oral and written communication skills is required
  • Ability to publicly speak at local meetings and committees
  • Strong listening skills
  • Ability to work independently as well as with a team as well as work effectively with government officials, citizens and community organizations is required
  • Ability to manage multiple projects and multiple deadlines
  • Ability to travel occasionally is required; occasional evening meetings are required

Education and Experience:

  • Bachelor’s degree in Urban Planning, Public Administration, Community Development, Business Management or related field is required
  • Minimum of 5 years of professional experience in planning, community development, or economic development is required.
  • Demonstrated experience with TIFs, TIDs, and municipal finance tools is required.
  • Proven success in writing and administering grants and securing public funding is preferred.
  • Strong understanding of Wisconsin planning and development regulations is preferred.

License or Certification Preferences:

  • American Institute of Certified Planners Certification (AICP) is preferred but not required.
  • International Economic Development Council - Certified Economic Developer (CEcD)
  • Congress for New Urbanism – CNU-A
